Permanently removes a stored payment method. The PSP detach API is called first; only if that succeeds is the record hard-deleted. If the PSP call fails the record is left intact and an error is returned — there is no orphaned local delete.
Backs the Edit Payment Methods screen in both the browser widget and the mobile SDK. The widget token is not consumed and remains usable for the checkout that follows.

Never let this fail a payment. A card-management error is a management error: surface it inline on the manage screen and leave the checkout intact. Both the widget and the mobile SDK treat it as non-fatal.
